Parking fees are not subject to VAT. After all, these are already a form of taxes in themselves. That's why you won't see VAT on parking fees on your invoice.
What about transaction fees?
VAT will soon be shown on 4411 transaction fees. We are working on an update that will clearly separate parking fees and transaction fees. This will make it clearer, including for those who want to enter charges.
