A fine is not pleasant, of course. However, fines are not issued by 4411, but by the parking service where you parked your car.
Check your parking sessions via your 4411 app (click on "History") or via mijn.4411.be (click on "Consumption"). There, you can check if the number plate, time and parking zone are correct.
Contact the service that issued the fine if you have further questions or comments.
